Following some confusion surrounding IPSA arrangements, we cotacted them by email to establish how payment for CMITS would work as previously we were paid via the Fees Office. Below is their response verbatun for your guidance. In light of the information contained, in particular the reimbursement schedule, we are extending our early payment discount from 7 days to 14 days to allow for Members to obtain reimbursement prior to having to settle the invoice.

We trust this will be helpful to those who have been concerned about not being able to meet the early settlement discount. It certainly provides documentary evidence in relation to IPSA reimbursement arrangements. Given this change which effectively doubles our settlement terms, we will issue supplementary invoices to the value of the discount where the terms are exceeded.

Thank you for your e-mail of 24 May. In response to your queries:

- IPSA’s expense scheme reimburses MPs directly. We do not reimburse suppliers. IPSA allows MPs to submit an invoice to us, as evidence, but the invoice must be addressed to the MP and the contractual relationship is between the MP and the supplier;

- IPSA will be reimbursing expense claims within 12 days.
